Hazardous Investigation & Assessment, Material and Waste Management Plans,

There is now a requirement to undertake some degree of treatment prior to the re-use and/or removal of any materials off site to a licensed landfill. If soils cannot be left onsite, due for example to the requirement for basement car parking, the results of chemical testing should be assessed initially against the Hazardous Waste Regulations and the European Waste Catalogue (EWC) to allow classification for off-site disposal at licensed landfills. If found Non-Hazardous, further clarification using Waste Acceptance Criteria (WAC – Landfill Directive) testing can be undertaken to reclassify the soils or waste material as Inert. If, however, the soils are identified to be Hazardous, WAC testing must be completed to further classify the soils as either Hazardous Stable Non-Reactive (HSNR) Waste or Hazardous Waste. The cost of land filling material can be significant, and in some instances may prevent redevelopment due to economic constraint
